What is ICUMS and where is it used?

ICUMS, the Integrated Customs Management System (previously known as UNIPASS), is the single platform through which the Ghana Revenue Authority processes all import declarations, valuations and clearances at the country’s ports, including Tema, Takoradi and Kotoka International Airport (Source: GRA; Travo customs guide, 2026). What documents do I need to clear goods?

Before or when the goods arrive, you need the core shipping and value documents plus any regulatory permits. These typically include the bill of lading or airway bill, the commercial invoice, the packing list, a Taxpayer Identification Number or Ghana Card PIN, a Letter of Commitment from an authorised bank, and any permits required for the specific goods, such as Food and Drugs Authority or Ghana Standards Authority approval (Source: GRA import procedures, 2026). Do I need a clearing agent?

Yes. Clearance at the ports requires the use of a licensed clearing agent by law (Source: GRA, 2026). What are the steps to clear a consignment?

The ICUMS flow, in order:

  1. Agent submits the declaration. Your clearing agent enters the declaration in the ICUMS front end with all supporting documents (Source: GRA, 2026).
  2. ICUMS processes and bills. Once the declaration is accepted, ICUMS generates a tax bill showing the duties and taxes due.
  3. Pay at a bank. Pay the duties and taxes at a participating bank; you receive a tax bill receipt.
  4. Verification and examination. The declaration is verified and an examination officer is selected through ICUMS.
  5. Risk routing. The consignment is routed by risk level (see the channels below).
  6. Release. After checks, the released goods move to the exit gate for a final security check, accompanied by a waybill.

What do the red, yellow and green channels mean?
